RULES AND REGULATIONS.

ARTICLE 1. The Library shall be open every day during the session of the General Assembly, Sundays excepted, from 9 o'clock in the morning till 3 o'clock in the afternoon.

ART. 2. In the recess of the General Assembly, it shall be open three days in the week, viz: Monday, Wednesday, and Friday, from 9 o'clock in the morning to 3 o'clock in the afternoon, and on no other days. But during the sessions of the Court of Appeals, the Court of Chancery and the General Court, the Judges of those Courts shall have access to the Library every day in the week, Sundays excepted, from 9 o'clock in the morning till 3 o'clock in the afternoon; subject however, to the rules and regulations herein prescribed.

ART. 3. It shall be the duty of the Librarian to make a convenient classification and arrangement of the books in the Library, and such as may be added from time to time; to have the books labelled or designated in such manner as he may prefer, and to preserve due lists and catalogues of the same. He shall also keep due account and register of all issues and returns of books, as the same may be made. ART. 4. Books issued by the Librarian pursuant to law, or the regulations of the Library, shall be returned as follows:

A Folio within three weeks.

A Quarto within two weeks.

An Octavo or Duodecimo within one week.

And no person shall receive more than one folio, one quarto, or two octavos or duodecimos, within the terms aforesaid, unless so connected as to be otherwise useless; except that when any of the Judges may find it necessary to examine and refer to any greater number of law books, he or they shall have a right if he so desires, to take out the law books so deemed necessary by him or them, subject to the rules hereby established.

ART. 5. For all books issued to any person, a receipt or note shall be given, payable to the governor and his successors in office, of double the value thereof, if in one volume only, but if it be one of a set,
