THE Author has much pleasure in finding that the original publication of this book has proved itself justified by the demand for a new edition, which he is now placing before his readers in the continued hope that it will enable them to obtain a concise and comprehensive view of British political and constitutional topics both at home and abroad.

In the nine years which have elapsed since the publication of the first edition, changes of vast importance have taken place with regard to our political institutions at home which may, in some sense, be said to be still in the melting pot. It will be the earnest hope of all admirers of the principles of British liberty and freedom that the conflict between the two great legislative chambers, the present outcome of which is embodied in the Parliament Act, 1911, may be brought to a satisfactory issue, and that a solution may be found which, whilst strengthening and preserving the great key-note of an Empire "broad based upon a people's wili," will give fair and equal scope
