The appropriations for the years 1902 and 1903 were as follows: This report would be incomplete without just recognition of the services of Superintendent J. A. Leonard, who is so rapidly working out the problem of successful reformatory administration. His resourcefulness, as shown in disciplinary methods, has done much to give the Ohio State Reformatory its high standing among the corrective institutions of the country. The subordinate officers and employes have been most cordially cooperative with the management in its efforts to make the Reformatory worthy the confidence and support of the people of the State. Said Officers and employes have been appointed with special reference to character and fitness for the peculiar work undertaken by the institution. To secure the services of people of this character it will be necessary that the Legislature make appropriations sufficient to make reasonable and just compensation. Your attention is respectfully called to the exhibits herewith submitted, constituting the reports of the heads of departments of the institution.
