HEREAS His Royal Highness The Prince Regent, acting in the Name and on the Behalf of His Moft Sacred Majefty has, to the univerfal Joy and Satisfaction of His Majesty's Sub jects, judged it proper that an Alliance should be contracted between the Family of His Majesty and His Serene Highness Leopola: George Frederick Duke of Saxe, Margrave of Meisjen, Landgrave of Thuringuen, Prince of Cobourg of Saalfeld; and has therefore, in the Name and on the Behalf of His Majefty, confented, with the full Agreement of the Parties interefted, that a Marriage 'fhould be celebrated between the Moft High and Illuftrious Princefs • Charlotte Augufta, Daughter of His Royal Highness The Prince of Wales, Regent of the United Kingdom of Great Britain and • Ireland, and His Serene Highnefs: And Whereas a more grateful • Proof of the Efteem and Affection of this Kingdom cannot be given to His Serene Highness, than by an Act of Naturalization to make him capable of enjoying those Rights and Liberties which are enjoyed in this Realm; We, Your Majefty's moft dutiful and loyal Subjects, do moft humbly befeech Your Majefty that it may be enacted; and be it enacted by The King's Moft Excellent Majesty, by and with the Advice and Confent of the Lord's Spiritual and Temporal, and Commons, in this present Parliament affembled, and by the Authority of the fame, That the faid Leopold George Frederick Duke of Saxe, Margrave of Meiffen, Landgrave of Thuringuen, Prince of Cobourg of Saalfeld, when and fo foon as he fhall have taken the Oaths of Allegiance and Supremacy before the Lord High Chancellor, which Oaths the Lord High Chancellor is hereby authorized to adminifter, shall be, to all Intents and Purposes whatsoever, deemed, taken and efteemed a natural born Subject of this Kingdom, as if His Highness had been born within this Realm; any Law, Statute, Matter or Thing whatsoever to the contrary notwithstanding.

II. And be it further enacted, That the faid Lord High Chancellor fhall, immediately after such Oaths shall have been taken before him, certify the fame, and caufe fuch Certificate to be recorded in the High Court of Chancery.

III. And be it further enacted, That when and fo foon as the faid Marriage fhall have been celebrated, it fhall be lawful for His Majefty to give to the faid Leopold George Frederick Duke of Saxe, Margrave of Meifen, Landgrave of Thuringuen, Prince of Cobourg of Saalfeld, for and during the Term of his natural Life, fuch Prece dence and Rank before the Lord Archbishop of Canterbury, the Lord Chancellor, and all other great Officers, and the Dukes (other than and except the Dukes of the Blood Royal), and all other Peers of this Realm, as His Majefty fhall deem fit and proper; any Law, Statute or Custom whatsoever to the contrary notwithstanding.

CAP. XIV.

An Act for empowering the Governor and Company of the
Bank of England to advance the Sum of Six Millions toward
the Supply for the Service of the Year One thoufand eigh
hundred and fixteen.

England are willing and have agreed to advance, towards 'the Supply granted to Your Majefty for the Service of the Year 'One thousand eight hundred and fixteen, the Sum of Six Millions ' on the Security of Exchequer Bills, to be made payable at the End of Two Years certain from the paffing of this Act, and to continue for Three Years longer from fuch Period, fubject to Repayment ' upon Six Months' Notice, to be given at any time between the Tenth Day of October in any Year and the Fifth Day of April following, either by the Lords Commiffioners of His Majesty's 'Treasury to the Bank of England, or by the Bank to the said Lords ⚫ Commiffioners;' Now, we, Your Majefty's moft dutiful and loyal Subjects the Commons of the United Kingdom of Great Britain and Ireland in Parliament assembled, being defirous to raise with as much Eafe and Advantage as poffible to Your Majefty's Subjects the neceflary Supplies for the Service of the prefent Year, do moft humbly befeech Your Majefty, that it may be enacted; and be it. enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That it fhall be lawful for the Governor and Company of Bank empowerthe Bank of England, on or before the Fifth Day of April One thou- ed to lend Six fand eight hundred and feventeen, to advance and lend to His Majefty, at the Receipt of the Exchequer, upon the Credit of the Exchequer Bills authorized to be iffued under this Act, the Sum of Six Millions; any thing contained in any Act or Acts of Parliament to the contrary notwithstanding; and it shall also be lawful for the faid Commiffioners Treasury to of His Majefty's Treasury now or for the time being, or any Three make out Exor more of them, to caufe or direct any Number of Exchequer Bills chequer Bills. to be made out, for any Sum or Sums of Money not exceeding in the whole the faid Sum of Six Millions, to bear Date on the Day on which the same shall actually be iffued, in the fame or like Manner, Form and Order, and according to the fame or like Rules and Directions, as are prescribed in and by an Act paffed in the Forty 48 G. 3. c. T. eighth Year of the Reign of His prefent Majefty, intituled An Aa for regulating the issuing and paying off of Exchequer Bills.

II. Provided always, and be it further enacted, That during the Period the faid Sum of Six Millions, and alfo the Sum of Three Millions advanced by the faid Governor and Company towards the Supply of the Year One thoufand eight hundred and eight (a), and continued without Intereft by feveral fubfequent Acts, fhall continue fo advanced by the faid Governor and Company, no Alteration fhall be made in the Ufage established at the Exchequer, of permitting the &c. faid Governor and Company to withdraw the Monies in the Receipt of the Exchequer upon the Security of Exchequer Bills or Notes (a) [48 G. 3. c. 3.]

of the faid Governor and Company of the Bank of England, to the full Amount of fuch Monies fo withdrawn, being depofited in the Chefts of the Tellers of the Exchequer by the faid Governor and Company; nor fhall any of the Accounts now by Law directed to be kept at the Bank of England, by any Perfon or Persons employed either in the Receipt of the Public Revenue, or in iffuing or paying the Public Expenditure, or in any other Employment or Department of Government, be withdrawn from thence during the above Period.

III. And be it further enacted, That all and every the Clauses, extended to Act. Provifoes, Powers, Privileges, Advantages, Penalties, Forfeitures and Difabilities, contained in the faid laft mentioned Act, relating to Exchequer Bills, except as far as the fame may be altered by this Act, or be contrary to any of the Provifions thereof, fhall be applied and extended to the Exchequer Bills to be made out in pursuance of this Act, as fully and effectually to all Intents and Purposes as if the fame had been originally authorized by the laft mentioned Act, or as if the faid feveral Claufes or Provifoes had been particularly repeated and reenacted in the Body of this Act.

IV. And be it further enacted, That Interest at the Rate of Four Pounds per Centum per Annum fhall be payable yearly upon the Exchequer Bills to be made out in pursuance of this Act, out of any Aids or Supplies in the Receipt of His Majefty's Exchequer; and the whole of the faid Exchequer Bills with all Intereft due thereon fhall be repaid to the faid Governor and Company at the End of Two Years certain from the paffing of this Act: Provided neverthe lefs, that it fhall and may be lawful for the faid Governor and Company to continue the Loan of the faid Sum of Six Millions for Three Years longer from the Period when the fame shall be so payable, fubject to Repayment upon Six Months' Notice being given between the Tenth Day of October in any Year and the Fifth Day of April following, either by the faid Lords Commiffioners of His Majefty's Treasury to the faid Governor and Company or by the said Governor and Company to the faid Lords Commiffioners: Provided always, that fuch Notice fhall in no cafe be given before the Tenth Day of October One thousand eight hundred and feventeen: Provided alfo, that Intereft fhall be paid annually upon all the faid Exchequer Bills which shall continue and remain due to the faid Governor and Company until the final Payment and Discharge thereof.

V. And be it further enacted, That all fuch Exchequer Bills, and all Charges incident to or attending the fame, fhall be and are hereby charged and chargeable upon, and fhall be repaid or borne by or out of the First Aids or Supplies which shall be granted by Parliament for the Service of the Current Year in which the faid Sum of Six Millions fhall become due as aforefaid; and in cafe fufficient Aids or Supplies for that Purpofe fhall not be granted, then all the faid Exchequer Bills, with the Charges incident to or attending the fame, fhall be and are hereby charged and chargeable upon fuch Monies as at any time or times, at or after fuch Period, fhall be or remain in the Receipt of the Exchequer of the Confolidated Fund (except fuch Monies of the faid Confolidated Fund as fhall then be appropriated to any particular Ufe or Ufes, by any Act or Acts of Parliament in that behalf), and fuch Monies of the faid Confolidated Fund fhall and may be iffued and applied as foon as the fame can be

VI. Provided always, and be it further enacted, That whatever Monies iffued Monies fhall be so iffued out of the faid Confolidated Fund, fhall how replaced. from time to time be replaced by and out of the First Supplies to

be then after granted by Parliament; any thing herein contained to

An Act to carry into effect a Convention of Commerce,
concluded between His Majefty and The United States of
America.

been concluded between His Majefty and The United States ‹ of America: And Whereas it is expedient to give Effect to such • Parts of the said Convention as require the Sanction of Parliament ;' Be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament assembled, and by the Authority of the fame, That upon the Importation, into any Part of the United Kingdom, of any Goods, Wares or Merchandize, being the Growth, Production or Manufacture of any of the Territories of the United States of America, imported direct from the faid Territories, in any Ship or Veffel built in the Countries belonging to the said States, or any of them, or taken by any of the Ships or Veffels of War belonging to the Government, or any of the Inhabitants of the faid States, having Commiffions or Letters of Marque and Reprizal from the Government of the faid States, and condemned as lawful Prize in any Court of Admiralty there, fuch Ship or Veffel being owned by the Subjects of the faid States, or any of them, and whereof the Mafter and Three Fourths of the Mariners are alfo Subjects of the faid States, no higher or other Duties fhall be charged or paid, than fuch as are charged and payable upon Goods, Wares and Merchandize, of the like Denomination or Defcription, being the Growth, Production or Manufacture of any of the Territories of the United States of America, and being imported in British-built Ships or Veffels navigated and registered according to Law; any thing contained in an Act paffed in the Forty ninth Year of the Reign of His prefent Majefty, intituled An 49 G. 3. c.98. Aa for repealing the feveral Duties of Cuftoms chargeable in Great Britain, and for granting other Duties in lieu thereof, or any other A&t, to the contrary thereof notwithstanding.

II. And be it further enacted, That upon the Exportation from the United Kingdom of any Goods, Wares or Merchandize, the Growth, Production or Manufacture of the faid United Kingdom, or any of His Majefty's Territories in Europe, direct to any of the Territories of the United States of America, in any Ship or Veffel built in the faid States, or condemned as Prize there, and being owned and navigated as hereinbefore mentioned, no higher or other Duties fhall be paid or payable than fuch as are charged or impofed upon fuch

III. And be it further enacted, That upon the Exportation from the United Kingdom of any Goods, Wares or Merchandize, the Growth, Production or Manufacture of the faid United Kingdom, or any of His Majefty's Territories in Europe, in any Ship or Veffel built in the faid United States of America, or condemned as Prize ported in British there, and being owned and navigated as hereinbefore mentioned, the fame Bounty or Allowance fhall be paid as at the time of fuch Exportation may be allowed, upon the Exportation thereof, in any British-built Ship or Veffel, navigated and registered according to Law.

IV. And be it further enacted, That nothing in this Act contained fhall extend or be conftrued to extend to repeal or in any wife alter the Duties of Package, Scavage, Baillage or Portage, or any other Duties payable to the Mayor and Commonalty and Citizens of the City of London, or to the Lord Mayor of the faid City for the time being, or to any other City or Town Corporate, within Great Britain; or any other fpecial Privilege or Exemption to which any Perfon or Perfons, Bodies Politic or Corporate, is or are now entitled by Law, but the fame fhall be continued as heretofore.

V. And be it further enacted, That this Act may be altered, amended or repealed, by any A&t or Acts to be paffed in this Seffion of Parliament.

VI. And be it further enacted, That this A&t fhall continue in force fo long as the Convention between His Majefty and the United States of America fhall continue in force.

CAP. XVI.

An Act for better regulating the Offices of Receivers of Crown
Rents.
[11th April 1816.]
WHEREAS the Rents, Iffues and Revenues of the Honors,

Caftles, Lordships, Manors, Lands, Tenements, Rents,
• Services or other Hereditaments and Poffeffions of The King's
Moft Excellent Majefty, within the Ordering, Government and
Survey of the Court of Exchequer, have been usually heretofore
collected by Perfons holding the Offices of Receivers of the Land
Revenues, in the feveral Counties in England and Wales in which
'fuch Poffeffions are fituate, or the Deputies of fuch Perfons: And
Whereas the Office or Offices of Receiver General of the Rents,
Iffues and Revenues of the faid Poffeffions of The King's Moft
Excellent Majefty, his Heirs and Succeffors, in the several Counties
of Effex, Hertford, Middlefex, Norfolk and Huntingdon, and in the
City of London, is and are now held and enjoyed by Walker Lord
Bishop of Rochester, for his Life, by virtue of Letters Patent
bearing Date the Fifth Day of June, in the Twenty third Year of
the Reign of His prefent Majefty, and the Office or Offices of
Receiver General of the Rents, Iffues and Revenues of the faid
Poffeffions of His Majefty in the several other Counties, is and are
held by Perfons appointed thereto during the Pleasure of His
Majefty And Whereas many of the faid Poffeffions and Eftates
are held under Leafes from the Crown, and are of confiderable
⚫ annual Value; and it is expedient and necessary that Provifion
